I use "proc greplay".
First, plot 4 graphs using proc gplot and get the filename for each plot. Then use proc greplay.

proc greplay igout=name1 gout=name2 tc=sashelp.templt nofs;
template l2r2s;
treplay 1:plotname1
                        2:plotname2
                        3:plotname3
                        4:plotname4;
quit;
