its a typical problem, i tried but failed times. the problem is mention in sas note as follows. can you help me? thanks. I think its about the directory.

When starting the SAS System Version 8, you may receive the following
   error messages:

      Unable to Open/Read Message File using the -MSG paths

   You may have the following additional error message:

      Error: Unable to Access Message 2.49

   To circumvent the errors, verify the SASROOT is defined correctly in the
   sasv8.cfg file.  An example of the SASROOT definition in the sasv8.cfg
   file is as follows:

   -SET sasroot "c:\Program Files\SAS Institute\SAS\V8"

   [color=red:c0e57]where "c:\Program Files\SAS Institute\SAS\V8" would be replaced with the
   directory path of sas.exe on your local machine or your network (for
   client installs).
